The Holy Spirit

Where Does Scripture Promise the Holy Ghost, and How Is He Given?

Trace the promise through the prophets and Jesus, then compare the passages that describe the Spirit being given and received.

Read first

Key Scriptures (KJV)

Read each passage in its surrounding chapter as you study.

“And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit.”

Joel 2:28-29

“A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.”

Ezekiel 36:26-27

“And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.”

John 14:16-17

“Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.”

Acts 2:38-39

“That the blessing of Abraham might come on the Gentiles through Jesus Christ; that we might receive the promise of the Spirit through faith.”

Galatians 3:14

What the passages teach

Each section separates the text’s direct teaching from explanation and personal response.

Part 1

The prophets promised an outpouring and an indwelling presence

Isaiah 44:3; Ezekiel 36:25-27; Ezekiel 39:29; Joel 2:28-29

Scripture says

God promises to pour His Spirit upon His people, place His Spirit within them, give a new heart, and extend the outpouring across age, sex, and social status.

Understanding

The promise concerns God’s own gracious action: cleansing, presence, transformed obedience, and a broadened people—not spiritual status earned by a select class.

Apply it

Read the promise with gratitude and humility. The Spirit is the Giver’s gift, never a reason for pride.

Part 2

John and Jesus identify the promised Giver

Matthew 3:11; Luke 3:16; John 7:37-39; John 14:16-17, 26; John 15:26; John 16:7

Scripture says

John says Jesus baptizes with the Holy Ghost. Jesus says the Father will give the Comforter, that He will send Him from the Father, and that believers would receive the Spirit after Jesus was glorified.

Understanding

The Father, Son, and Holy Ghost act distinctly and inseparably in the promise. The Spirit is given because of Christ’s completed and exalted work.

Apply it

Come to Jesus and ask the Father in confidence; keep the focus on God’s grace rather than on a technique.

Part 3

Pentecost is announced as fulfillment of the promise

Luke 24:49; Acts 1:4-8; Acts 2:1-4, 16-18, 32-39

Scripture says

Jesus tells the disciples to wait for the Father’s promise and says they will receive power for witness. At Pentecost, Peter says the outpouring fulfills Joel and declares the gift to those who repent and are baptized in Jesus Christ’s name.

Understanding

Pentecost is a decisive saving-history event, not merely a private experience. It equips Christ’s people to bear witness as the gospel goes to the nations.

Apply it

Respond to the apostolic message with repentance and faith, openly identify with Christ, and depend on the Spirit to bear witness to Him.

Part 4

The Spirit is received through faith, by God’s gracious action

Acts 10:43-48; Acts 15:7-9; Galatians 3:2, 5, 13-14; Ephesians 1:13-14; Titus 3:4-6

Scripture says

The Holy Ghost falls on Cornelius’s household while they hear the gospel. Peter says God gave them the Spirit and purified their hearts by faith. Paul says the promise is received through faith and believers are sealed after hearing and believing the gospel.

Understanding

No minister controls the Spirit. Preaching, hearing, repentance, faith, baptism, prayer, and laying on of hands all appear in the New Testament, but God remains the Giver.

Apply it

Trust Christ and His finished work. Receive prayer and obey Christ without treating any human act as a way to purchase or manipulate God’s gift.

Part 5

Acts records different sequences, so avoid forcing one narrative into a formula

Acts 2:38-41; Acts 8:12-17; Acts 9:17-18; Acts 10:44-48; Acts 19:1-7; 1 Corinthians 12:4-11

Scripture says

Acts sometimes records the Spirit given during gospel hearing, sometimes in connection with prayer and the laying on of hands, and sometimes alongside baptism. The Spirit distributes gifts as He wills.

Understanding

Christian traditions differ over how these events relate to conversion, Spirit baptism, and later filling. The texts should all be heard; none makes the Spirit a reward for mastering a single sequence.

Apply it

Build doctrine from the whole witness of Scripture, hold disputed sequencing questions with charity, and seek the Spirit’s Christ-exalting work and fruit.

Reflect together

Discussion questions

  1. What elements of the promise appear in Joel, Ezekiel, and Jesus’ words?
  2. Who gives and sends the Spirit in the passages studied?
  3. What remains consistent across the varied accounts in Acts?
  4. Where should I replace a rigid formula with trust in God’s gracious action?
